Executive Director - Beaufort, S.C. Housing Authority
Summary: The Beaufort, South Carolina Housing Authority (hereinafter BHA) seeks a full-time Executive Director as set forth below.
BHA is a public entity that was formed in 1968 to provide Federally subsidized housing and housing assistance to low-income families within Beaufort County, South Carolina. BHA is headed by an Executive Director (ED) and is governed by a seven-person Board of Commissioners subject to the requirements of Title 24 of the Code of Federal Regulations. The BHA currently has approximately 20 employees. BHA is a separate entity from the City of Beaufort and Beaufort County.
Currently, BHA owns and/or manages:
- 7 developments totaling 293 units of HUD Public Housing.
- 642 Housing Choice Vouchers which include 28 Veterans Affairs Supportive Housing Vouchers (VASH).
- a non-profit affiliate Lowcountry Housing and Redevelopment Corporation (LHRC) consisting of 30 units of affordable housing.
- 13 single-family Neighborhood Stabilization Program (NSP) homes.
Job Title: Executive Director, appointed by and, in the absence of a definite term of office or a contract of employment, serves at the pleasure of the Board of Commissioners.
Salary Range: $100,00 to $150,000 (subject to upward adjustment dependent on education and experience).

Necessary Requirements of Work: Graduation from an accredited four-year college or university with a Bachelor's Degree in Business Administration, Public Administration, Financial Management, Social Work or closely related field supplemented with additional coursework and experience in business and/or public administration; extensive knowledge and experience in financial management and program administration (preferably in Federally assisted housing programs); thorough supervisory experience; considerable experience writing and administering grant funded initiatives; excellent organizational, interpersonal and decision making skills; dedicated attention to detail; or any equivalent combination of education or experience to provide critical knowledge, abilities and skills.
Special Requirements: Possession of a valid South Carolina Driver's License and the ability to be insured at standard vehicle liability rates. Must have a Public Housing Manager (PHM) certification or obtain the certification within twelve months of employment.
Nature of Work: This is highly responsible professional, supervisory and administrative work with responsibility for planning, organizing and directing all operations and activities of BHA. The incumbent is responsible for advising the Board of Commissioners on housing and social service programs performance and the development and implementation of policies and programs required to carry out organizational initiatives. Activities associated with the position include overseeing daily operations, addressing performance issues, ensuring compliance with governing rules and regulations and maintaining effective relationships with federal, state and local officials. Additional activities include oversight of all financial operations, ensuring the accurate and timely submission of required program data and procurement of needed professional services, materials and supplies. Supervision is exercised over a group of supervisory, administrative and maintenance support personnel who have functional responsibility over daily housing authority operations and functions. The ED is empowered to employ, within budgetary limitations, all administrative, clerical and maintenance employees and to terminate such employees when necessary. Job responsibilities require excellent interpersonal, organizational, analytical and communication skills, extensive knowledge of federal, state and local regulations pertaining to public housing authority operations and related programs and thorough experience supervising and directing the activities of support staff. Job performance is evaluated by the Board of Commissioners through review of the efficiency and effectiveness of all BHA operations, compliance with governing regulations, effectiveness in supervising staff and compliance with budgetary goals and objectives. All job-related duties are also subject to independent and HUD audits and annual inspection and review of housing properties.
The successful applicant must:
- Serve as the Executive Director and Secretary to the Board of Commissioners of the BHA.
- Develop and implement policies and procedures for all BHA operations and ensure that all employees follow established operational policies and procedures.
- Oversee all accounting functions for the BHA including any grant funded programs; ensure the accuracy of program budgets and the proper allocation of all funds.
- Keep the Board of Commissioners advised of all relevant activities, programs, accomplishments and areas of concern.
- Oversee the development and implementation of BHA's five-year plan and ensure the timely submission to HUD.
- Prepare monthly activity reports and bring items requiring Board action to the Board's attention at regularly scheduled Board meetings and request special Board meetings as required.
- Approve all correspondence, notices and directives dealing with policies and procedures issued by the Board of Commissioners for clarity and soundness.
- Represent BHA and maintain effective relationships with regulatory agencies, local officials, media representatives and community-based organizations.
- Oversee and review all personnel related decisions to ensure that all personnel policies and procedures are consistently applied and adhered to by staff.
- Receive bids for Board approval and execute contracts for work by others; monitor work in progress to ensure compliance with contractual provisions.
- Supervise the management and control of BHA's payables, receivables, cash and other assets (including investments) associated with operating contracts, insurance administration and all internal and external operations.
- Supervise subordinates in administering all aspects of the agency's administrative functions and maintenance programs.
- Supervise and be responsible for the development, operation and management of all low-rent public housing properties, non-profit programs and social service programs.
- Monitor and inspect new construction and rehabilitation activities in progress and upon completion.
- Review and ensure the proper recording of all employee sick and annual leave.
- Serve as Secretary to the Board of Commissioners, take minutes of Board meeting, and prepare and post public meeting agenda for the Board of Commissioners in compliance with the Freedom of Information Act.
- Review and implement regulations and notices from governmental and regulatory agencies.
- Maintain communications with resident organizations and periodically attend meetings and functions upon request.
- Ensure proper maintenance and update of all utility allowances.
- Oversee all procurement activities subject to the provisions of Federal, State and local laws and formally adopted Board procurement policies.
- Establish goals and objectives for BHA staff in an effort to meet and exceed the provisions set forth under PHAS for a "High Performing" Public Housing Authority.
- Oversee annual budgets for the housing authority and related grant funded programs and prepare budget revisions when required.
- Ensure timely preparation and submission of all required reports to HUD (MASS, FASS, etc.) in accordance with established reporting guidelines, deadlines and procedures.
- Attend relevant public meetings, hearings and conferences and handle other public functions as required.
- Perform related duties as required.
